Professional Profile

L. Anthony Brown, III attended Drexel University, Saint Joseph's University and the University of Louisville School of Business. He is a dynamic, results-oriented professional with over 30 years of expertise in managing and developing affordable housing.  Mr. Brown has in-depth experience managing property, personnel, and construction related to affordable housing; strategic forecasting, housing development, grants writing, negotiating, and using advanced technology. He is an entrepreneur whose experience contributes to the growth and profitability of other businesses and organizations.

Before founding LAB III & Associates in 1985, he was vice president and general manager for Help Light Security Products, Inc.  Prior to that he was deputy administrator for management services at the Housing Authority of Louisville, and before retiring at the Philadelphia Housing Authority (PHA) had 14 years of service as director for housing management, and general manager for HOPE VI, development, construction support, and planning and communications.

His major accomplishments in these management positions include successful development of management systems and effective application of management principles as well as new product marketing for consumer markets. In addition, he has conducted several management training seminars, which included motivational seminars in the United States Virgin Islands as part of a training program designed to improve relations between its taxi cab company and tourists.

Mr. Brown served as the Program Manager for a $100 million dollar strategic plan for the transformation of the Mill Creek community in West Philadelphia. HUD awarded PHA $40.2 million dollars, in HOPE VI grant funds, towards the transformation of this community. He served as Program Manager of an approved $39 million dollar revitalization plan to remove obsolete public housing and replace with 178 newly constructed affordable housing units in North Central Philadelphia.  Mr. Brown also managed the design and development of  ten Community-Based Management Offices for PHA's 7000 scattered site housing stock.

In 1979, Mr. Brown earned the designation of Certified Public Housing Manager (PHM) verified by the Board of Credentialing Trustees of the National Association of Housing and Redevelopment Officials.  In 1989, he was named "Outstanding Young Man of America" in recognition of outstanding professional achievement, superior leadership ability, and exceptional service to the community.  

He is a honorary member of Who's Who Worldwide, Who's Who Executive Club, included in the 1994-95 Who's Who Registry of Global Business Leaders for demonstrating superior leadership and achievement in his profession, and appear in the 2000 edition of International Who's Who of Information Technology, having demonstrated exemplary professional achievement and distinguished contributions to the IT community.  His biography is included in the 2001 edition of International Who's Who of Entrepreneurs.

He is also a member of the Greater Philadelphia Association of Realtors, Pennsylvania Association of Realtors, National Association of Realtors, American Management Association, Lexxus International, the Big Brothers Big Sisters Association of Philadelphia, Inc., the Pyramid Club and the National Association of Housing and Redevelopment Officials.
