Federal Government Legacy Technology Review

March 2027is closer than it seems

Start getting your evidence now

Non-corporate Commonwealth entities must complete their legacy technology stocktake, maintain a Legacy Technology Risk Management Plan and report completion by 31 March 2027.

LAB3, using Dr Migrate, can rapidly assess your technology estate, map critical dependencies and identify what to retain, retire, replace or modernise.

Build the evidence. Prioritise the risk. Execute the Plan.

The clock is running

A stocktake is only the beginning

The Home Affairs direction creates a clear requirement for non-corporate Commonwealth entities to identify legacy technology and maintain a Legacy Technology Risk Management Plan.

But producing an inventory isn't enough.

Your agency needs evidence that can support data-driven decisions:

  • Which technology presents the greatest risk?

  • How should the risk be managed?

  • What retained legacy technology will be managed?

  • Where should modernisation investment be prioritised?

By 31 March 2027, agencies in scope need to:

  1. 01 | Complete the stocktake

Assess and Identify legacy systems managed by or for the agency.

  2. 02 | Understand and prioritise risk

Establish where legacy technology creates unacceptable risk or impacts service sustainability.

  3. 03 | Establish a risk reduction plan

Define priorities, mitigations, modernisation actions and a reduction target aligned to the agency's risk appetite.

  4. 04 | Report to Home Affairs

Report completion together with the agency's Legacy Technology Risk Management Plan.

Operating a declared System of Government Significance?

An earlier stocktake reporting milestone applies on 31 December 2026.

From obligation to action

Don't let discovery become the deadline risk

Complex technology estates have developed over years or decades. Asset registers may be incomplete. Systems can sit across different environments and suppliers. Dependencies aren't always documented. And identifying something as "legacy" doesn't automatically tell you what to do about it.

Waiting until the reporting deadline approaches leaves less time to resolve those gaps and make defensible treatment decisions.

  • Find what your registers may be missing

Reconcile automated discovery against your existing inventories and expose gaps that need investigation.

  • Understand critical dependencies

See how infrastructure, applications and services interact before making decisions about retirement, replacement or migration.

  • Prioritise the risks that matter

Bring technical evidence together with service criticality, exposure and existing controls to inform treatment priorities.

  • Move beyond an asset list

Turn findings into decisions about what should be:

    • Retained
    • Retired
    • Replaced
    • Modernised
  • Build a practical risk plan

Establish treatments, owners, priorities and a roadmap that can support your Legacy Technology Risk Management Plan.

  • Create a foundation for modernisation

Use the same evidence to inform future investment, rationalisation and modernisation decisions.

LAB3 + Dr Migrate

Rapidly build the evidence behind your Legacy Technology Risk Management Plan

LAB3 combines Dr Migrate's automated discovery and assessment capabilities with expertise across cloud, infrastructure, security and modernisation.

Rather than starting with weeks of manual spreadsheets and workshops, within days a Dr Migrate assessment gives your agency a mapped view of the entire technology estate along with the evidence required for informed decisions.

What's involved

Governance-ready outputs

From discovery to defensible plan

A Dr Migrate assessment delivers more than a simple technology scan and stocktake.

LAB3 helps turn the assessment into a structured evidence base that can support the agency's Legacy Technology Risk Management Plan, executive decision-making and longer-term modernisation planning. Each Assessment delivers...

  • A clearer inventory of in-scope systems and application with:

    • technical evidence
    • defined ownership
    • support information
    • identified dependencies
    • Flagged coverage gaps and risks
  • Evidence to help determine which technologies

    • meet the agency's legacy classification
    • Are included in rationale
    • Should be defined as exceptions requiring agency judgement.
  • A structured view connecting:

    • Service criticality
    • Exposure
    • Existing controls
    • Proposed treatments
  • Practical inputs that define

    • Risk-reduction priorities
    • Mitigations for retained legacy technology
    • Rationalisation actions
    • Accountable decision owners
  • A realistic, actionable plan with prioritised actions to help address immediate risks and move from assessment to execution.

  • An indicative roadmap sequencing retain, retire, replace and modernise decisions, including key dependencies and cost assumptions.

  • A concise executive view of the evidence, priorities, decisions and roadmap, structured to support stakeholder discussions, governance and the agency's reporting process and compliance requirements.

  • A handover and refresh approach that helps keep the inventory, evidence and risk decisions current beyond the initial reporting milestone.

Expertise + acceleration

Don't just find legacy technology. Decide what to do with it.

Dr Migrate provides the automated discovery, assessment and evidence. LAB3 provides the experienced architects, security specialists and modernisation practitioners to interpret it.

Together, we help your teams move from "what do we have?" to "what should we do about it?" faster, with less manual effort and greater confidence in the outcome.

The result provides a clear route:

  1. Discovery

    What technology exists?

  2. Evidence

What do we know about it?

  3. Risk

    Where is the exposure?

  4. Decision

    Retain, retire, replace or modernise?

  5. Roadmap

How should we sequence the work?

  6. Action

What do we do in the first 90 days?

Don't let the deadline define the outcome

Turn your legacy technology obligation into a practical modernisation plan

31 March 2027 is the reporting deadline.

The report is just the beginning. This mandate presents a unique opportunity to leverage real evidence and attention into something more valuable:

  • A clearer view of your technology estate
  • A defensible approach to risk
  • A practical modernisation roadmap

LAB3 can help you rapidly establish the evidence your agency needs, with practical and independent advice on how to act on it.
